Import & Compliance

How Excavators Clear Customs in Indonesia

Used machinery enters Indonesia as non-new capital goods, Barang Modal Tidak Baru (BMTB). Under the Ministry of Trade’s 2025 import policy package — Permendag 16/2025, with Permendag 24/2025 covering non-new goods, effective August 2025 and replacing Permendag 8/2024 — a BMTB import needs an Import Approval (Persetujuan Impor) plus verification, and the importer has to be the direct user of the machine.

What the importer has to do

  1. 1 Classify the machine. Confirm the HS code — machinery generally falls in HS 84 or 85 — and whether the consignment is treated as BMTB. Everything downstream depends on this.
  2. 2 Importer status. A Business Identification Number through the OSS system and, for BMTB, API-P (Producer Importer Identification Number). The importer must be the direct user of the equipment.
  3. 3 Import Approval (Persetujuan Impor). Applied for through the national single window before shipment, not after arrival.
  4. 4 Verification. Surveyor verification (LS) or technical tracing (VPT), carried out before the goods enter customs territory.
  5. 5 Customs entry. Pemberitahuan Impor Barang (PIB) filed at the designated port, with duty and taxes assessed and paid.

Documents customs will ask for

NIB and API-P
Importer-side business identification and producer-importer number.
Import Approval (PI)
From the Ministry of Trade, applied for before shipment.
Surveyor report (LS) or VPT
Verification carried out before customs entry.
Commercial invoice
Prepared by us, with HS code, description and value.
Packing list
Prepared by us, with dimensions, weight and serial numbers.
Bill of lading
Issued by the carrier against the agreed payment terms.
PIB customs declaration
Importer-side customs entry at the designated port.

Ports and transit

Tanjung Priok (Jakarta)
The main gateway and the busiest entry point for machinery.
Tanjung Perak (Surabaya)
Serves East Java and the Sulawesi and Kalimantan transhipment routes.
Belawan (Medan)
Serves North Sumatra.
Balikpapan (East Kalimantan)
The practical landing point for Kalimantan coal work and the new capital region.
Cikarang Dry Port
Appears in port designations for certain categories; check whether your HS code is eligible.

Indicative transit from Chinese ports to Tanjung Priok is short by regional standards, but the approval steps above are what set the real timeline: the Import Approval and verification have to close before the vessel sails.

What is driving equipment demand in Indonesia

  • Nusantara (IKN) capital development in East Kalimantan
  • Toll road programmes on the Trans-Java and Trans-Sumatra corridors
  • Nickel downstreaming — smelters and industrial parks in Sulawesi and Halmahera
  • Coal haul roads and pit support in Kalimantan
  • Port, irrigation and food-estate programmes

Check before you commit

Two constraints are routinely missed, and both bite after customs rather than before: BMTB machinery is subject to a maximum age limit (a 20-year ceiling is applied on the dispensation route), and imported non-new capital goods cannot be transferred to another party for a minimum period of use — five years is the general rule, with a shorter period for vessels. We do not quote an age limit or a transfer restriction as a general rule for every category; confirm your specific HS code and the current annexe before ordering.

Sources and review date

Reviewed 2026-10-18. This section describes the regulatory framework that applies to imports into Indonesia. It is not a statement that any particular machine is approved, certified or exempt, and it is not a customs ruling. Import rules change frequently — confirm the current requirements with a licensed clearing agent or customs broker before you ship.

XCMG XE215D 21.5 t crawler excavator Request current quote
SANY SY75C 7.5 t mini excavator Request current quote
SANY SY375H 37.5 t mining-class excavator Request current quote

FOB prices vary with configuration, attachments and exchange rates. Request a quotation for a current price including freight to your chosen Indonesian port.

What Makes Up the Landed Cost in Indonesia

  • FOB machine price, which moves with configuration and attachments
  • Import Approval and verification cost — surveyor fees on the BMTB route
  • Ocean freight to Tanjung Priok, Tanjung Perak or Balikpapan
  • Marine insurance
  • Import duty and taxes assessed on the PIB entry
  • Licensing, agent and clearance fees

Ask us for a quotation that shows each component clearly, so you can compare offers on the same basis.

Getting Excavators from China to Jakarta, Surabaya and Balikpapan

Most excavators for Indonesia land at Jakarta (Tanjung Priok) or Surabaya (Tanjung Perak). Balikpapan is the practical choice when the machine is bound for Kalimantan coal operations or the new capital region, because it removes a long inland or inter-island leg.

  • RORO for 20-ton and larger crawler excavators.
  • Flat-rack or container for 7–8 ton machines.

We clean and photograph each machine before it loads and send the load plan for sign-off. Freight is priced on dimensions and discharge port; the shipping cost guide shows how the build-up works.

Which Excavator Class Suits Indonesian Work

  • 7–8 t mini excavators for urban utility and drainage work in Java’s cities.
  • 20 t class — the class we quote most, covering infrastructure work, estate development and general contracting across Java, Sumatra and Sulawesi.
  • 30 t and above for coal loading in Kalimantan, nickel-mine support in Sulawesi and Halmahera, and bulk earthmoving.

Indonesian conditions run from soft peat and plantation soils to hard laterite and abrasive volcanic material, so shoe width and bucket selection matter more here than raw tonnage. Tell us the island and the material.

What Indonesian Buyers Ask Us First

  • How early does the Import Approval have to start? Used machinery enters as non-new capital goods (BMTB), which needs a Persetujuan Impor plus verification before the goods enter customs territory. That is the long pole on an Indonesian order, and it has to close before the vessel sails. Give us your HS code early and we will tell you exactly what your side has to file.
  • Can my company import at all? BMTB imports normally require the importer to be the direct user, holding a producer-importer number. A trading company that intends to resell should check this before ordering, because it is the kind of problem that only surfaces at customs.
  • Is there an age limit? There is a maximum age on the BMTB route, and imported non-new capital goods cannot be transferred on for a minimum period of use. Both depend on your category — we will not quote a number that does not apply to your machine, so ask us with your HS code in hand.

Where These Excavators End Up in Indonesia

Machines from this range are working on new-capital-region infrastructure in East Kalimantan, nickel loading and support in Sulawesi and Halmahera, coal operations in Kalimantan, plantation road and drainage maintenance, and land development across Java.

FAQ

Frequently Asked Questions

How much does it cost to ship an excavator from China to Indonesia?

Freight depends on machine size, shipping method (RORO or flat-rack container) and the destination port. Mini excavators can usually be containerized, while 20-ton and larger machines typically travel by RORO to Tanjung Priok or Tanjung Perak. Send us your target model and port, and we will include a current freight estimate with your quotation.

How long does shipping from China to Jakarta take?

Transit time from major Chinese ports to Jakarta (Tanjung Priok) typically ranges from 7 to 12 days depending on the sailing schedule. Surabaya (Tanjung Perak) services are comparable, and Balikpapan is a common alternative for projects in Kalimantan.

What documents do I need to import an excavator into Indonesia?

Used machinery enters as non-new capital goods (BMTB), so the decisive document is the Import Approval (Persetujuan Impor) from the Ministry of Trade, applied for before shipment along with surveyor verification. Your side needs a business identification number and a producer-importer number, and the importer normally has to be the direct user of the machine. We prepare the commercial invoice and packing list with the HS code and serial numbers your application needs.

Which excavator size is most popular in Indonesia?

The 20–30 t class is the most requested for infrastructure, plantation and general contracting work. Mini excavators around 7–8 tons are popular for urban utility projects, while 30-ton-plus machines serve coal and nickel mining applications.

Do you supply excavators for mining projects in Kalimantan and Sulawesi?

Yes. We quote 30-ton-plus machines regularly for Indonesian mining applications, including loading and support work at coal and nickel operations. Tell us your target production and ground conditions, and we will recommend a configuration.

Do you provide after-sales support for machines delivered to Indonesia?

Yes. We provide parts coordination, technical documentation and remote assistance. Note that because BMTB rules restrict transferring an imported machine for a minimum period of use, warranty and parts planning should be arranged with the original importing entity.
